DIGIL MIRIFLE BRUSSELS DEMONSTRATION: NEW DEAL – HASSAN SHEIKH’S FAILED POLICY IN SOMALIA

Large number of Digil Mirifle Communities from all over Europe some as far as from Northern America, demonstrated today in Brussels during the New Deal Somali Conference where all delegates are from Ex-Alshabaab militia’s and 90% Hawiye warlords.  Thousands of Rahawein community from Southern Somalia protested outside the Somalia conference cohosted by Somali Federal Government (SFG) President Hassan Sheikh Mohamud.  This comes after similar large protest in Baidoa Southern Somalia.  Similar protest is planned in Columbus Ohio where there are larger Digil Mirifle communities.  No single Digil Mirifle member is attending the conference.  They boycotted all of the New Deal Process in which they call is EXLUSIVE, and private for only Hawiye clans who are now trying to use EU aid funds to loot their lands and get upper hand or larger dominance against their community. 


All of the six regional Digil Mirifle heads boycotted the conference and did not attend the conference including Bay regional administrator, and Bakool regional president.  Only present at the conference are Digil Mirifle political mercenaries like Ali Said Fiqi and Abdihakin Faqi both who are traitors for the cause of their brothers and sisters who are suffering long years of injustices and constant land grabbing.  Ali Said Fiqi and Abdihaki Faqi are culprits of the All-Hawiye government’s Politics of Exclusion against the Digil Mirifle.  They are both sell out and have ZERO legitimacy in the eyes of the Digil Mirifle community. 



The government of Hassan Sheikh is a government that hosts and gives green light to gatekeepers of the thousands of IDP hostages in government militia controlled Mogadishu.  EU and the international community are endorsing these acts of rape and forced evictions against Digil Mirifle communities. They are leading major failure of past political settlements to accommodate Digil Mirifle clan from different regions and civil society groups.


Demonstrators are officially questioning the inclusiveness of the conference as only 2 Digil Mirifle delegates were in attendance out of eighty seven. Digil Mirifle MP in Mogadishu notes, “The New Deal Somali Compact and Conference doesn’t and will not reflect the Somali people, but reflects DamulJadiid – Hawiye Muslim Brotherhood policy and interests….both Farah Sheikh Abdulkadir [theMuslim Brotherhood envoy in Somalia] and the Hassan Sheikh [Hawiye Clan Leader] hijacked the conference as both parties decided on the outcome.”

PRESIDENT HASSAN SHEIKH PUTS SOMALIA AT RISK OF LOSING GLOBAL CONFIDENCE AND AID


Amid much fanfare in Mogadishu about the completion of the disastrous New Deal Consultation, the “New Deal for Engagement in Fragile States” in Somalia was very much EXCLUSIVE and FICTITIOUS planned to deceive and fool the international community especially the European Union for the sake of scoring couple more millions of Aid Money to finance clan warfare, and guarantee that All-Hawiye domination in Somalia.   


Inclusive and participatory political dialogue is a key component of the New Deal process of assessing fragility and developing a national vision.  Just yesterday the Digil Mirifle Council of Elders voiced their great concern and grievances on how the New Deal Process in Somalia was conducted by the government and how bad the government led Hassan Sheikh mismanaged the process.  First all of the New Deal Task Force Nominated the president are all Hawiye no single Digil Mirifle members are included.  “We have voiced our concerns with the President and the Minister of Finance & Planning, they have ignored us.” Said malaaq Shiino, “ we have now cut our ties and all relations with the government.  WE ARE BOYCOTTING THE NEW DEAL CONFERENCE AND ITS PROCESS.”

Also, the Governor of Lower Shabelle Region Siidi, indicated that their community were not consulted or included in any part of the New Deal Process.  “They goverenemnt has held many consultation sessions in Jowhar, Balcad, Balat Weyne and Mogadishu, but Never in our region.”

This is comes after delegation led by Somali Deputy Minister of Finance and Planning was forced to return to Mogadishu after he tried to do what seemed last minute fictitious New Deal Consultation session in Baydhabo.  Shiine Maclin Nuurow, Bay Deputy Regional Governor told media and in press release that all of the task force delegations were Non-Digil Mirilfe, we do not have a representation.  How can we receive this delegation who has excluded us before in any of the New Deal Process?” He added, “It is not Somali owned process, it is Hawiye, single clan owned process.”

This comes after the Puntland Government established a parallel New Deal Task Force and Process that challenges the All-Hawiye Task Force in Mogadishu after they have lost confidence and trust by the Somali led New Deal Process which is one sided and all-Hawiye Process.

EXPOSING LIARS: HASSAN SHEIKH AND HIS GOVERNMENT MINISTERS ARE DECEIVERS.

Exposing Liars: Hassan Sheikh and his Government Ministers are Deceivers.

In his speech Tuesday afternoon, Deputy Minister of Finance and Planning Abukar Sheikh Abdi Ibrahim falsely claimed that they have conducted New Deal Consultations with regional administrators in Bay and Bakool as well as Garowe.  

Today, Bay regional Administration led by Shine Macalin Nuurow has forcefully denied Deputy Minister’s statement and called it false and fabricated statement that is far from the truth.  He said that it is unfortunate and unethical for a government official to make such false statement or claim to have done a work that they failed to do.  “Our administrations were not consulted any of the New Deal Process.  We are categorically denied to participate in any of its process.  Our communities are NOT represented by any of the New Deal Process.  We therefore are not part of the process.  We call the process is one-sided not inclusive.”

Similarly, statements from Puntland Administration made similar statement denying any of the consultation activities highlighted by the Deputy Minister of Finance and Planning.  They call the Somalia Parliament members to investigate and questions Mr. Ibrahim about his false statements. 

There has not been any focus or effort put into holding broad consultations with the regional governments, various communities, and with civil society. The whole New Deal Process focus on Hawiye regions and few privileged Hawiye civil society groups with a massive exclusion of other Somali regions like Puntland, South West states – Bay, Bakool and Lower Shabelle. 

The New Deal Process in Somalia has many faults major one being – it is not INSLCUSIVE, and therefore difficult to implement.  The structure within the Somali government in view of the New Deal has many steps and directions – although it is planned by the Somali MoF&P, it is also directed and managed by the President’s Office of Policy Unit, with some directions and large interference by the Somali Prime Minister’s Office. 


The process is clearly one-sided and crowded by various interest groups within the Somali government and viewed as ways of attracting donor countries and as a new money making machines for the All-Hawiye Offices of the Somali government.

The Council of Traditional Elders of Digil & Mirifle Community, representing the indigenous inhabitants of the Southwest regions of Somalia, has organized an urgent consultative meeting in the city of Baidoa with the political, religious and civil society representatives of the community regarding the land grabbing agreement in Addis Ababa between Hawiye tribe dominated delegation of the Federal Government and Raskamboni militia group on the future of part of our ancestral land. The meeting was called for in order to state our position on the circumstances surrounding the negotiations that were held in Addis Ababa between 20th – 27thAugust 2013 and the eventual agreement that the aforementioned parties reached.


Cognizant of the fact that the Raskamboni is clan-based terror group alien to Kismayo and the government delegation was composed of only one clan under the banner of the Federal government to the exclusion of the genuine stakeholders; and that both parties harbor similar agendas namely exploiting the resources of these regions at the expense and against the will of the local communities.

Considering the illegal and unethical basis of the agreement on the fate of  Jubba Regions and the fact that signatories are no shape or form representative of  the genuine stakeholders and inhabitants  in those regions.

Confirming that genuine stakeholders such as Digil & Mirifle, Jareerweyne, Banadiri, Baajuun and Awrmale were deliberately excluded from both delegations in order to avoid real bargaining with the genuine inhabitants and make the deal smoothly convenient.

Assuring that the Addis agreement is groundwork for another round of civil war in the regions southern Somalia whose residents were historically subjugated to occupation, human rights abuses and crimes against humanity such as the famous man made famine in 1991 which claimed 300,000 lives.

The Council of Traditional Elders of the Digil & Mirifle considers the Addis Ababa agreement between the Federal government representatives and Raskamboni militia group as a collaborative Hawiye-Darod master plan ,which aims to:

1.    Legitimize the historical genocide against the Digil & and Mirifle communities (1991 man-made famine) and the eventual atrocities which the current supporters the warlord Ahmed Madobe and his Daarood clan militia committed against the unarmed civilians in the six regions which they invaded and captured in 1990s. The agreement also legitimizes the human rights violations that Hawiye tribe militiamen led by General Aideed committed during their invasion and occupation of SouthWest regions from 1995 to 1999.

2.     Provide legal justifications for the land grabbers and crowns invaders for the leadership of 3 regions of our original 6 regions which the land grabbers invaded and the human rights abuses they subjected to the communities in the regions.

3.    Neglect our calls to end the past and the ongoing human rights violations committed by the Raskamboni militia and all the dominant clans that came to the regions through invasion. 

Therefore, all 41 members of the Council of Traditional Elders of Digil & Mirifle  unanimously agreed that :

1.    The Addis Ababa negotiations between the Raskamboni militia and the Federal government and the eventual agreement clauses are ‘Null and Void; thus, the genuine communities in the six regions do not recognize the outcome.
2.    All the land grabbing operatives, clan militiamen and warlords should stop the human rights abuses they commit against the peoples of the regions and we call for their return to their regions in Kenya, Ethiopia and Central Somalia. Both Raskamboni militia and the Federal government representatives are considered in the regions as Persona Non-grata.
3.    The Federal Government has lost its legitimacy to represent the people of Lower Shabelle, Lower Jubba, middle Jubba, Gedoa, Bay and Bakol regions following the illegal recognition of the invading groups as legitimate representatives of oppressed majority in those areas, and the Digil and Mirifle community fully withdraw their representatives from the government.
4.    All Digil & Mirifle representatives should suspend their relations with the Federal Government institutions and come to Baidoa within 72 hours time  in order to discuss the future salvation of the our occupied regions.
5.    The United Nations, the African Union, IGAD, AMISOM and other international actors are urged to avoid dealing with the occupation tribal militiamen in Kismayo and any where in the six regions and we also urge them to  contact only the genuine representatives of the communities in these regions who represent the interest of the above mentioned regions.

Finally, the Digil & Mirifle community condemns the contents of Addis Ababa agreement in its entirety and its signatories. We assure the international community that any attempt to recognize the invaders as legitimate residents of the regions will result in bloodshed in the regions.

Digil & Mirifle is prepared to defend its people and protect in its territorial regions and stand for their rights, and will take up arms against illegitimate land grabbers. We call these invaders to leave our regions peacefully to avoid internecine war for our people are ready to liberate their regions from the alien occupation militiamen.

(Breaking News): MAJOR DEFEAT TO HASSAN SHEIKH'S GOVERNMENT AND POLICY


Digil-Mirifle leaders are calling and announcing a  press conference in Baidoa in this afternoon against Hassan Sheikh, his government and Jubba agreements and the Corrupted Exclusive New Deal Initiative.

The bay regional Governor  Mr. Hoosow called for the press conference and has shared a press release with the local media in Baidoa.  Arrangements for the press conference is under way and invitations are sent to the Digil Mirifle traditional elders, civil society groups and  parties in the army.

“The agreement on Adis-ababa will bring new civil war in Jubba regions ” as the governor said.  The government of Somalia and IGAD denied and deceived the local community in the regions and we will not accept the result by any means” Said Deputy Governor Mr Shiine.

The civil society groups from Digil-Mirifle are strongly condemning the government of Somalia by misleading the right of the people politically and economically. Said Hawa Sokorow Ali Chairlady of Bay women Association.

The Digil Mirifle leaders are very angry by the recent give away of their ancestral regions to government warlords,  and therefore warn major issues that threaten the stability of Somalia and that may ignite a renewed civil war. The Somali government's new policy of aborting the federal system that brought it to power and replace it with a centralized local administration system all appointed by Somali Internal Minister in Mogadishu. The Stabilization Plan of the Federal Government for the regions is a direct rule from the centre packaged as a form of federalism as suggested by the Addis Agreement.
The Federal government’s position to the create interim Jubaland administration is illegal. They have deceived the Digil Mirifle people after they have promised the establishment of 6-region federal state.  The Federal Government is using every tool in the book including corruption to undermine the security and the political stability of the Somali regions and to foment internal conflict among the clans in Somalia.

    HASSAN SHEIKH A CLAN-LEADER OR A NATIONAL-LEADER

    An interview with Voice of America, Mohamud spoke of the challenges ahead of him and his hopes for the new government.  HASSAN MOHAMUD famously defended his tribalism stance in Somali politics by saying, “In a clan setting, you can only produce a clan leader; you cannot produce a national leader.”
    During his country's 21-year civil war, Hassan Sheikh Mohamud, Somalia's president, advocated hard in establishing Hawiye domination in Somalia, and served as an intellectual supporter of key Hawiye warlords and war criminals. 


    All of his staff and his administration are filled with moderate radical Islamist who all hail from the Hawiye clan, which are illegally and by force based on Mogadishu. Mohamud's clan affiliations are said to be the driving force behind the massive corruption, insecurity, nepotism and lowliness in Somalia.


    Under Hassan Sheikh, Somali is heading to renewed civil war among warring tribes.  Many tribes like the Digil Mirifle are not satisfied with this clan-based government led by Hassan Sheikh. Key example of corruption and power-grabbing that this government is leader of is the exclusion of Digil Mirifle members from the New Deal Process and Brussels conference, No single Digil Mirifle was part of the ADIS ABABA conference.  How can you claim that you are government of whole nation when you are only made by a single clan? Your stupid New Deal Process was supposed to be based on stakeholder consultations and empirical analysis to identify the underlying factors of conflict and fragility that need to be addressed to achieve stability, peace and development; but all of your task force is Hawiye. Can you claim a national leader when you clearly a clan leader?

    (BREAKING NEWS): All-Hawiye Somali Government New Deal consultation is halted for the second day in Baydhabo

    President of the Federal Republic of Somalia, H.E. HassanSheikh Mohamud said: "On 16th September, Baroness Ashton and I willconvene the New Deal for Somalia Conference in Brussels, and present to theinternational community our the key political, security and developmentalpriorities for Somalia guided by the New Deal principles for fragile statesagreed in Busan in 2011. All-HAWIYESomalis must seize this opportunity to galvanise international support to aidour recovery. We have this one chance to ensure that over the next three yearswe build on the momentum of progress and remove any threat of a return toanarchy and conflict. I hope the world will attend to pledge their support tosecure this fast emerging success story."

    All-Hawiye Somali Government New Deal consultation is halted for the second day in Baydhabo by the Bay regional administrators who are accusing the Somali government for manipulating and mismanaging the process by excluding Digil Mirifle members. 

    The New Deal Task Force was refused to meet with anyone, and was informed to return to Mogadishu.  Bay regional administrators have informed the All-Hawiye task force that their security cannot be guaranteed by the administration.  The task force have phoned in Mogadishu and called for a help, a new delegation from the Minister of Finance and Planning are on their way to Baydhabo to mediate. 

    On the other hand, there were 3 different meeting occurring simultaneously in Mogadishu all organized by the Digil Mirifle MPs who are also voicing their dissatisfaction against the government’s handling of the New Deal Process.  In a press conference held by Lower Shabelle Regional Administrator Mr. Siidii who is in Mogadishu with consultation of Digil Mirifle MPs indicated that no one have ever approached his administration about the New Deal Process, and his constituencies were clearly excluded from the process at all.  They call the EU to interfere the issue before it escalades into a conflict between warring tribes.  The EU and the United Nations should not support for unreliable and exclusive processes.  They should not consider its agreement or compact, because it doesn’t represent the priorities of all Somalis – it only captures and represents Hawiye priorities. 

    The Somali government established a New Deal Secretariat in the Ministry of Planning and Finance all employed and headed by one single clan –NOT INCLUSIVE. It is composed by a director, secretary, planning officer, coordination officer and Sadik in advisory role; all are Hawiye, no single Digil Mirifle. The government is failed to consult Digil Mirifle Parliament Members, and No Single Digil Mirifle civil society are in its Country Task Force – how un-inclusive can the New Deal Process be?


    The government and its Al-Hawiye task force undertook multi-stakeholder consultations to identify only Hawiye priorities in Mogadishu, Jowhar, GalMudug and other Hawiye cities. No single consultations were held in Puntland, Somaliland, Lower Shabelle Regions.  They just went to Baidoa yesterday where they were met anger by the locals, and their consultation events suspended.  They want to draft all Hawiye compact.
